The Medical Response and Surge Exercise (MRSE) is a functional exercise designed to help Healthcare Coalition Members assess how well they can work together to respond to a sudden health care crisis. The exercise will assess the Coalition’s functional surge capacity and identify gaps in surge planning. There are three phases to the exercise: Phase I is for Clinical Advisors only and is a preplanning phase. Phase II is a virtual simulated functional exercise with initial actions and operations. This phase typically lasts 3 hours and is for all Coalition Members to work together to find appropriate beds and transportation for a large number of patients. Phase III is the After-Action Review and Improvement Planning virtual conference. All member participants are encouraged to participate in Phase III to discuss key strengths and identify areas for improvement.
