Call for Proposals: PA TechCon 2023

PA TechCon 2023 focuses on the Commonwealth of Pennsylvania’s strategic priorities and building the relationship between agency program areas and IT.  Focusing on strategic alignment of priorities and relationship building between program areas and IT enables streamlining processes and securing and delivering solutions that enhances the citizen and customer experience.   

PA TechCon attracts executives leading agencies and program areas as well as IT Leaders and IT practitioners and will include both strategically focused sessions as well as technical sessions. 

We are accepting Keynote proposals.

Keynote proposals should be engaging. The keynote should set the tone for the day and inspire attendees to move their organizations towards achieving the strategy priorities for their organizations. Speakers should inspire attendees to attend the tracks and sessions throughout the day. Keynote presentations should set the tone for a day of focus on the tracks of the summit:

* Citizen experience improvements -- Streamlining processes and Reducing the costs of delivering of services

* Digital Transformation, Data and Information Management

* Protecting Citizen Data

* Artificial Intelligence Chatbots and Digital Assistants innovative uses, benefits and the importance of  securing them

* Reimagining and supporting the Government IT Workforce

* Cloud Services

In addition to Keynote proposals, we will be accepting proposals for the educational tracks. Proposed presentations should be educational in nature and not a sales presentation.

Background:

Track one will include Commonwealth Delivery Center CIOs presentations of strategic direction and priorities.  The remaining Tracks will include:   

  1. Citizen experience improvements -- Streamlining processes and Reducing the costs of delivering services
  • Reviewing and Enhancing Business Processes Before Automation (Automating inefficient business processes is a waste of resources and does not achieve the real value possible with today’s technologies. So how can IT Leaders partner with customers to streamline business processes in advance of automation to deliver improved services?)
  • Enhancing, Renovating, Replacing Legacy Platforms & Applications (Most organizations are weighted down by older technology that demands a higher amount of resources to maintain. The challenge is the extraordinary effort to replace this technology; but some emerging technologies have reduced the time and effort required. What are these new opportunities like no/low code, etc.?)
  1. Digital Transformation, Data and Information Management
  • Digital transformation requires reducing Data Silos Through Better Data Management and Data Portals. Governments are notorious for separating data by agency or function.  However, in order to truly achieve digital transformation and maximize the value of the data, it needs to be considered an enterprise resource and managed accordingly. So how do we energize and align the program and IT areas and where do we begin the process of managing data at an enterprise level? 
  1. Protecting Citizen Data
  • What is Zero Trust and Secure Access Service Edge (SASE)Techniques. In the past, most organizations used perimeter cyber defenses like firewalls to protect data. Today it is recommended that organizations adopt Zero Trust and SASE strategies. 
  • Identity and Access Management Methodologies. What are best practices to ensure those accessing government data bases are authorized? 
  • Data Privacy and Compliance Requirements (Explain the differences between Privacy and Cybersecurity. What is happening nationally and internationally relative to Privacy that could affect Pennsylvania governments?)
  • Securing Data in Motion and at Rest in the Cloud (When organizations use Cloud services, what security measures are the responsibility of the Cloud provider and what responsibilities remain with the customer?)
  1. Artificial Intelligence Chatbots and Digital Assistants innovative uses, benefits and the importance of securing them
  • Artificial Intelligence Bots and Digital Assistants (How can automated assistants help with the customer experience and what are the recommended ways to secure these type devices?)
  1. Reimaging and supporting the Government IT Workforce
  • Transformation of Knowledge, Skills, and Experience (Pace of new technology is accelerating faster than an organization’s ability to learn and adjust. So, what changes in employee training and skill enhancement are necessary in this dynamic environment?)
  • Connecting Customers with technology Solutions- Role of BRM, program lead (Properly aligning IT resources with customer needs is a basic precept of good IT management. So how can Business Relationship Management help connect customer needs with the appropriate IT solution?)
  1. Cloud Services
  • Defining What to Put in the Cloud- Does it Make “Cents”? (For those thinking about transitioning to the Cloud it is often a confusing path. Answers to questions like; what types of applications are best suited for the Cloud and what is the lifecycle cost of Cloud services are important to decision makers. What have other governments already accomplished? How can Leaders educate themselves on the value and basics of Cloud services?)
  • Maximizing Application Performance Once in the Cloud (Also important for those considering Cloud services is managing applications in the Cloud. How do you maximize the benefits of the Cloud like elasticity and performance?)
